Communities & Local Government Third Sector Strategy Paper

The Dept for Communities & Local Government are currently asking
for views on their Departmental draft third sector strategy, which aims
to set a framework for effective, on-going engagement with the sector.
The final strategy will be published in the autumn with the
Comprehensive Spending Review which will presumably confirm how the
Strategy will be resourced.

South West Forum has prepared a draft response to the
consultation on the Third Sector Strategy for Communities and Local
Government and are seeking feedback.

The discussion paper invites feedback from voluntary and community
organisations and other interested parties. It seeks to improve
Communities and Local Government’s relationship with the sector by:

  1. Improving the way they work with the sector.
  2. Enabling third sector organisations to be more effective local partners.
  3. Moving to a more effective strategic partnership and funding relationship.
  4. Supporting more sustainable investment.
The document poses a series of questions. South West Forum
intends to respond to these and would very much value the input of
members and others.

Bristol Development Framework

Bristol City Council is consulting the public on two important planning policy documents as part of the Bristol Development Framework.

1) The Core Strategy - Issues and Options Paper


This builds on the community involvement activities carried out in support of the November 2006 Issues Paper. It confirms the issues that need to be addressed in shaping the city over the next 20 years and the objectives that need to be met. It also seeks public comment on the three potential options that have been identified for accommodating growth in homes, jobs and services between now and 2026. These options for the direction of future growth are:

  • In the city centre and spread fairly evenly across the whole of Bristol
  • Focused on an expanded city centre
  • Based around substantial development in South Bristol

The paper also asks about how residential development might take place in the city:

  • what land should be used for development
  • what types of accommodation should be provided in the city
  • what can be done to encourage more affordable housing?

Your views will help shape the Core Strategy Preferred Options to be published in December.

2) The Statement of Community Involvement (SCI)


The Council is also seeking public comment on a draft SCI. This attempts to clearly set out how the Council will involve the community in the preparation of the Bristol Development Framework and specific developments. The draft has been informed by three independently facilitated workshops held during February and March 2007. Your views will help inform the version to be submitted for independent examination in January 2008.

Both documents are available to view on the council's website www.bristol.gov.uk/bdf as well as all public libraries. They are also available at the Council House on College Green and Brunel House, St George's Road.

The consultation period lasts for six weeks between Friday 6 July and Friday 17 August 2007.

A range of other community involvement activities on these documents will also be carried out between July and early September. This will help to ensure the community and other stakeholders have the opportunity to shape their future content. Additional matters

A number of documents which support the Core Strategy will also be published at this time and be placed on the Council's website:

  • The 'Spatial Atlas' uses factual information to map the current environmental, social and economic 'state of Bristol'. It reveals how different parts of the city face particular issues.
  • The Bristol Housing Land Availability Assessment 2006 provides an estimate of the city's potential to accommodate new housing up to 2026.
  • The Bristol Citywide Retail Study 2007 analyses potential retail capacity and need in the city to 2026. It reviews the current retail hierarchy and provides a 'health check' on the city's existing retail centres.
  • The draft Bristol Employment Land Study (ELS) 2007 identifies the city's employment land requirements for the period 2006-2026 based on an analysis of economic forecasts, recent trends and policy aspirations. It also assesses the quality of the city's main employment areas for continued use and identifies potential new land to meet future requirements.

 

 

CRE Race Equality in Regeneration

Online Race Resource for Improving Outcomes in Neighbourhoods (ORRION)

The Department for Communities and Local Government is reviewing the levels of awareness, use and effectiveness of the Online Race Resource for Improving Outcomes in Neighbourhoods (ORRION). This toolkit is designed to offer a comprehensive resource for performance improvement and delivery in Race Equality Work and was designed by the Neighbourhood Renewal Unit in December 2005. Even if you have never used or heard of ORRION, it would still be useful to contribute your opinions on how the Department could help in tackling Race Inequality.
